We keep trying to wedge rail fixes into a a broken auto system. First: stop subsidizing the auto and sprawl. Remove the fares from urban public transit, they exist to discourage use and reduce the value of the public investment in transit and thus are an autosprawl subsidy! Then the market will start to level. The town center will re-juvenate. Parking problems will gradually recede. Bicyclists make even be able to travel safely.... In short: no more peaceful coexistence with subsidized autosprawl.
